It seems obvious that in that era Torchwood would have offices in the various parts of the British Empire; Torchwood India is mentioned in the audio The Golden Age. And some bonus Lovecraft references. Professor Townsend is John Sealy Townsend, a real life physicist of the era and a bit of an "interesting" character.
